First off, thank you for the opportunity to comment on the proposed zoning change for ZMA-7-20. I wish to restate my concern regarding the "East-West Collector" that was mentioned in the meeting earlier this evening. It is not clear to me, specifically, where this road is intended to go. If I look at the "Unified Development Plan, Appendix A, Street Network Plan" this appears to be a proposed road running from Puryear Rd, across Old Knight Rd, making a right turn down "Mammas Way" and eventually to Horton Rd across from Lucas Rd. There is also a proposed road connecting near "Mammas Way" going across to Old Crews Rd. Page 4 of the "Haywood Glen PUD Submittal" shows this "Connector" simply running straight across between my line and "Mammas Way". I'd like to know specifically, what the plan is for this Connector. Where exactly is it intended to go, and when is it estimated to be built? My reason for asking is simple. Right now there seems to be considerable traffic on Old Knight Rd. When Haywood Glen phase 1 is complete the traffic in that section is going to increase. When phase 3 is built, even more traffic. At the moment the road and intersection can handle the load, but what I'm concerned about is a year or two from now we find that Old Knight can't handle the amount of traffic and that we suddenly realize that we have a dangerous situation that requires Knightdale to insist that a road be put in as soon as possible, regardless of who actually builds it. What is the backup plan to relieve traffic congestion if we find we've underestimated the traffic load in this area of Old Knight?  During the meeting earlier this evening, Councilman Morgan expressed some concern that the two outlets to phase 1 are directly across the two outlets from phase 2 and peak traffic (like in the mornings) drivers making left hand turns may find that cars coming from 4 directions at once dangerous. I agree with his concern as this appears to be a likely point of congestion with people going to work while school buses are running.  If I understand correctly there will be a swimming pool in phase 1 which the residents in phase 3 will have access to. How will they get there? I see no path other than crossing Old Knight Rd. Remember that these are likely to be children with their minds on getting to the pool to see their friends. How will we insure that they can safely cross the road?  I wish there was a way to "sit in" on the LURB meeting on the 8th. It would be interesting to hear the discussion on these points to better understand the objectives and how we arrive at our final conclusions.

I have several comments: 1. When the first Haywood Glen subdivision was constructed, there was initially a much larger tree protection line to the north and south of the subdivision than remains now. Perhaps that shifted during construction, but with the new site proposal, I'm concerned again. What will be done to ensure that there is a significant tree barrier of EXISTING trees left in place?
2. Traffic has always been a concern on Old Knight Road, I have lived in the Emerald Pointe subdivision for 13 years. I could see the cross-road crosswalk from phase 1/2 to phase 3 being a real significant challenge and potentially very dangerous as people FLY down this road. In addition, we have asked the town to expand the sidewalks up to the high school for 13 years and we've been told no, leading to many students walking in this dangerous road. Perhaps the new developments, and more chance for HS students to be walking on the street, could finally turn the town to doing this? 3. I'd love someone to explain in plainer English to me why it's good for our town to have subdivisions with little to no grass space between them, very small lots, and highly dense areas. It seems in this proposal that is a town requirement, and I'm really curious about it. 4. Lastly, residents in our subdivision were not provided public hearing notification (letters) for any of these phases. I think that's an oversight as we are affected by this construction and growth.

Number one concern is the amount of privacy between my property and the proposed development. Would like to see a privacy fence between the properties. Second concern is the amount of traffic on Old Knight Road. We already cross the road for our mail on a wing and prayer. Third concern is the amount of approved residential development compared to commercial development. We need to see more grocery stores, restaurants, and shopping in the area.
