Knightdale, NC – The Town of Knightdale is pleased to announce that the U.S. Army Corps of Engineers (USACE), in coordination with the North Carolina Department of Transportation (NCDOT), has formally approved a modification allowing the Town to develop a low-intensity, passive recreation park on NCDOT’s Hodge Road Mitigation Land, also known as the Mingo Creek Mitigation Parcel.
This approval authorizes the Town to move forward with the implementation of its Land Management Plan for the Mingo Creek Mitigation Parcel. The plan focuses on environmental stewardship, education, and public access while fully preserving the site’s ecological and mitigation value. The park is envisioned as a natural, educational space featuring minimal-impact trail systems that highlight the area’s wetlands, streams, and upland ecosystems.
“This approval represents years of thoughtful collaboration and planning to ensure we protect one of Knightdale’s most environmentally sensitive areas while expanding public access in a responsible way,” said Mayor Jessica Day. “The Mingo Creek site is a unique natural asset, and this project reflects our community’s commitment to environmental stewardship, education, and providing high-quality passive recreation opportunities for current and future generations.”
The Mingo Creek Mitigation Parcel consists of approximately 191 acres along the Neuse River corridor and has long been protected as part of statewide mitigation efforts associated with the US 64 Knightdale Bypass. The approved plan limits improvements to natural trails, educational signage, and controlled pedestrian access, ensuring the long-term protection of wetlands, wildlife habitat, and water quality while providing opportunities for outdoor learning and passive recreation.
The proposed park aligns with multiple adopted Town plans, including KnightdaleNEXT V.2, the River District Small Area Plan, the Comprehensive Transportation Plan, and the Comprehensive Parks & Recreation Master Plan. Collectively, these plans identify the site as a priority for environmental preservation, greenway connectivity, and equitable access to passive recreation opportunities.
As the project advances, the Town will continue working closely with NCDOT and regulatory agencies to ensure all design and construction activities adhere to approved conditions and best practices. Additional public updates will be provided as milestones are reached.
