FY 2008 Goals & Objectives
| Goal 1: |
Provide for the continued growth of the Town to enrich community life. |

- Objectives:
- Continue annexations for contiguous areas and “donut holes”
- Seek expanded ETJ
- Amend the Charter to provide authority to establish conditions of development
- Seek Legislative approval for annexation of “donut holes”
- Promote the development of a golf course community
- Re-establish an Economic Development Committee

| Goal 2: |
Maintain and enhance the identity and character of Knightdale. |

- Objectives:
- Identify capital infrastructure projects for the downtown area
- Identify properties for future open space areas

| Goal 3: |
Maintain good communications with citizens. |
| |
- Objectives:
- Continue the eViews Weekly Update online newsletter
- Continue to improve EWTV22
- Participate in the pilot program of the NC League of Municipalities, developing citizen driven performance measures
- Maintain the Town’s web site
|
| Goal 4: |
Conserve areas of natural beauty, sensitive environmental areas and important historic places. |

- Objectives:
- Adopt a tree-cutting ordinance based on new legislation
- Adopt a stormwater utility system
- Take ownership of wetlands and areas along the Neuse River when available
|
| Goal 5: |
Strive for a balance between residential and commercial development and for a balanced residential mix. |
| |
- Objectives:
- Continue to require high value residential development that will provide revenues sufficient to fund town services
- Residential dwelling units at a minimum of 100% of the Wake County Median Home Value for the type structure
- Class “A” apartment units with a minimum value of $65,000 per unit
- Seek new retail and commercial businesses
- 60-40 ratio of residential to commercial/industrial tax valuation

Encourage economic development, including the creation of new job opportunities and a diversified local economy. |

- Objectives:
- Provide support to a newly re-established Economic Development Committee to promote the development of spec building
- Provide support to the Knightdale Chamber of Commerce
- Establish a “certified industrial site” with the Department of Commerce

| Goal 7: |
Provide quality public services. Provide accessibility for all citizens to educational, recreational and cultural activities through creative planning. Provide needed sidewalks, bike trails, and arts programs. |

- Objectives:
- Administrative
- Operate EWTV as a government and education channel
- Keep the web site updated on a weekly basis
- Finance
- Lead the pilot program of the NC League of Municipalities, developing citizen driven performance measures
- Maintain the IT infrastructure, including adding a public wireless network for Town property
- Parks & Recreation
- Establish Trackout programs for year round students
- Provide additional activities for seniors and adults
- Obtain ownership of the NCDOT mitigation area
- Explore purchase of properties bordering the NCDOT mitigation area
- Seek funding for the Mingo Creek Greenway and footbridge across the Neuse River
- Establish new greenway segments and connect existing portions of existing greenways
- Public Safety
- Improve the Town’s ISO rating
- Work with Wake County to establish quickest fire station response
- Work with Wake County to establish quickest police car response
- Locate property for PS Station #2
- Seek funding for a replacement ladder truck
- Planning
- Provide online documents and filing
- Institute Minimum Housing Code Enforcement Program for substandard housing units
- Exlore establishing National Registry Historic District and local landmark designations
- Promote expansion of sidewalks and pedestrian connections throughout town
- Continue promotion mass transit alternatives for Knightdale citizens
- Public Works
- Locate a site for a new Public Works facility
- Develop program for free mulch pickup by citizens
- Develop a stormwater maintenance program

| Goal 8: |
Maintain a stable tax rate and conservative financial approach, including fees and charges such that new development pays its own way. Maintain a fund balance of thirty percent. |

- Objectives:
- Seek change to the formula for estimating city, county and state populations
- Study development fees each year to insure they are adequate but competitive
- Provide a realistic five-year forecast of revenues, expenditures, fund balance, capital outlay and employment
- Continue to plan for needed capital improvements

| Goal 9: |
Provide a safe, stable workplace for Town employees, recognizing they are the Town's greatest asset. |

- Objectives:
- Study the adequacy of personnel and the five-year forecast of employment
- Continue to prepare a market salary survey
- Continue the cost-of-living increase equal to the Consumer Price Index

| Goal 10: |
Work with other governments and organizations to enhance and improve the East Wake area. |
| |
- Objectives:
- Participate in intergovernmental meetings within the region, including the Wake County Mayor’s Association, Wake County Manager’s Association, Triangle J COG, TAC and TCC, etc.
- Support Knightdale area schools

| Goal 11: |
Promote transportation systems and improvements for Knightdale and the East Wake area. |
| |
- Objectives:
- Solicit support for unmet transportation needs
- Widening Smithfield Road is the Town’s number one priority
- Seek funding for First Avenue street improvements
